FENSA is a self certification scheme is to ensure that replacement windows that are fitted by window installation companies are energy efficient & comply with current building regulation requirements. The scheme applies to window fitting businesses and not windows that are fitted by the homeowners. It is applied to any window and most doors installed after April 1st 2002. Conservatories are exempt and also doors which have less than 50% of surface area covered by glass.
If the homeowner or a non-qualified person, fits any windows into the brickwork they are responsible for ensuring that the window complies with the building regulations. The person must seek approval from the local authority that the windows comply with regulations. The cost of doing this can range from £75 - £150 depending on the specific local authority.
This will mean that a building control inspector will visit the premises and check that the window installation complies and generates a certificate to confirm this. He will be reviewing the window specifications and not the fitting skills. This can be done online from http://www.submitaplan.com.
Certificates are needed to sell your property, & solicitors for your purchasers will insist on these. If you don't have a certificate this can lead to no sale. Certificates can be obtained within a 2-4 week timeframe. There is also an insurance policy which you can take out called Building Regulation Indemnity Insurance which protects you in the unlikely event the local Council take enforcement action. The cost of this insurance policy is approximately £50 or £100+ for the certificate.
